Job Title: Housing Program Manager
Status: Non-Exempt
Annual Salary: $48,000 – $55,000
Reports to: President & CEO
Scope of Work: The Housing Programs Manager oversees the property management of TMM Family Services, Inc.’s (TMM) properties in partnership with the outsourced property management company to include assurance that all parties are in compliance with all applicable housing regulations and TMM housing contracts and grants. The Housing Programs Manager is responsible for ensuring that all local, state, federal, grantor regulations are appropriately being handled timely and accurately for both internal processes and with all housing partners to secure quality affordable housing to all TMM constituents, applicants, and residents. This position is a full time, exempt position and reports to the President & CEO.
This job is primarily performed in an office environment and may involve some exposure to outside environment and may involve some local or instate travel. This job is an onsite job, performed during business hours and is not eligible for work from home status. Work from home status will be only allowed when approved by the CEO, and only for short-term or single-day status, once approved.
Functional Responsibilities:
- Primary property management company liaison to ensure contract is being adhered to, assets are being properly managed, and all compliance of housing standards from Fair housing, to section 8, ADOH (NSpire), and HUD are accurately reported in good standing.
- Responsible for attending in accompaniment with the property management company for all housing inspections and audits.
- Primary resident liaison to ensure quality and stable housing.
- Responsible for regularly scheduled (minimum annually) or as needed resident surveys for quality controls, program and event interests
- Resident tracking for housing stability performance with coordinated efforts with the Director of Revenue and Resources. Monthly reports with rent roll to the CEO and CFO.
- Partner with the CEO and the CFO for adhering to financial and procurement policies, budget, Key Performance Indicators (KPIs) as outlined by CEO and CFO to include internal controls related to their scope of responsibility
- Coordinates all resident events with the Director of Revenue and Resources to add to the development calendar for planning purposes of in-kind donations to minimize expenses and enhance events.
- Developing strategic community partnerships with other like-minded wrap around services in support of tenant needs that are in line with TMM’s mission. This may include attending community events for relationship building and/or gaining knowledge of resources. This also includes regular communication with tenants regarding resources, programs, relevant news, and events.
- Responsible for all housing program and resident case management documentation is timely, accurately, and securely electronically and physically filed.
- Responsible for tracking, reviewing and approving housing referrals for programming as part of the application process, during and post residency.
Other Responsibilities
- Attend and support all TMM community events, ReStore events, resident events, program events, working with colleagues to include the President & CEO, as applicable
- Other duties as assigned by the CEO

Minimum Qualifications
- High School Diploma or GED
- Knowledge of local, state and federal housing legislation, regulations, including HUD-HOME programs
- Proficiency in Yardi Breeze/AppFolio or similar property management software
- Computer proficiency sufficient to operate in an office environment, including the Microsoft Office Suite
Preferred Qualifications
- Experience collecting rents, deposit accounting
- 2-3 years of experience in program development or program management
- 2-3 years of experience in housing management
- Bilingual in English and Spanish
Physical Requirements: This job is deemed to be a Medium duty job, as defined by the Code of Federal Regulations, Section 404-1567: (c) Medium work. Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. If someone can do medium work, we determine that he or she can also do sedentary and light work.
